Why the Delhi government idea looks unsound

Why the Delhi government idea looks unsound — and we’d recommend other big cities don’t copy it in a rush — is that there is simply not enough alternative transport if half the personal vehicles — which total just under a crore — are kept off the road. The Arvind Kejriwal government order comes in the wake of a harsh comment by the Delhi high court that living in the nation’s capital is like living in a gas chamber. In Delhi, some kinds of industry could be shifted and trucks prevented from passing through Delhi. Cars and two-wheelers on alternate days — depending on licence numbers — have been tried in places like Beijing and Singapore. Processes die before the ink is dry on their announcement. It can’t be business as usual. Delhi has outpaced Beijing in being the world’s most polluted city. It is not enough to blame Mr Kejriwal as chief minister. On the other hand, it is easier to bully private citizens. They will be able to take out their personal motor vehicle — car, scooter, motorbike — only on alternate days. In short, the real malaise is corruption — and the Kejriwal regime has had little success dealing with it, though that is the promise with which AAP became AAP. The quality of petrol and diesel have to be upgraded. His predecessors didn’t fare much better in the environment sphere. In India, compliance is not a virtue, and so it has been with checking pollution. A just-passed order of the AAP government says vehicles with registration plates ending in odd and even numbers cannot both be out on the same day.The new year will begin on a note of worry for people in Delhi. What’s more striking, however, is that the state government’s order comes in the wake of its repeated failure to do anything about taking meaningful steps to curb noxious emissions from multiple quarters, including motor vehicles — personal and commercial. To be fair, this is a wider failure. But the city will be stopped in its tracks..
But car-less in Delhi is a scary thought. Indeed, India as a whole has a poor report card. Pollution will be scaled down, though it will be interesting to see by how much. All this is an enormous task, but determined steps can be taken gradually, including taking on motor manufacturers, if needed. Delhi gets highlighted because it has more motor vehicles than all the other metros put together (reflecting its higher per family income) and severely polluting industries, many being run out of China brake motors Suppliers外部リンク residential spaces. There are way too many vested interests to curb, and those charged with curbing them are either legislators or in executive positions. Actually, the specifics in each city are different. But Beijing’s environment cause has not been helped much

There is no provision in the Motor

In its July 20 order, the NGT had said that deregistration of 15 to 10 years old diesel vehicles in the national capital would be carried out in a phased manner and had barred entry of such trucks with national permits in Delhi-NCR.The government on Friday told the National Green Tribunal (NGT) that currently there was no legal provision under which diesel vehicles which were more than 15-year-old and were BS I or BS II compliant could be scrapped.com."At present no legal provisions exist under which diesel vehicles which are more than 15 years old and are BS I or BS II compliant could be scrapped," the ministry said in its affidavit filed before the green panel.waylead.Additional solicitor general (ASG) Pinky Anand, who is representing the ministry, will argue the matter before the tribunal on August 2.

"There is no provision in the Motor Vehicle Act, 1988 as amended in 2015 or any rule made there under that has been violated by the motor vehicles whose registration has been ordered to be cancelled," it said.It said that "forcible scrapping" of vehicles might give rise to various litigations and such an order would "amount to penalising the motor vehicles owners who have complied with the law of the land".It said motor vehicles have to carry a valid pollution under control certificate and, therefore, "there is already a mechanism in place to allow only those motor vehicles to ply on road that comply with the requirement of having a valid PC certificate".."It is apprehended that forcible scrapping of vehicles done in compliance of the tribunal’s order may give rise to innumerable writ petitions by affected vehicle owners, in various courts leading to wastage of precious time of these courts," the affidavit said. The ministry for heavy industries and public enterprises said that the tribunal’s orders of July 18 and July 20, in which it had directed the Delhi government to cancel the registration of all diesel-powered vehicles which are more than 10-year-old from plying in the city, was in "contravention" of the provisions of the Motor Vehicle Act.The ministry has filed the affidavit in pursuance to the NGT’s direction which had asked it to give status of electric and hybrid vehicles in the ec motors Factory外部リンク country and also about the benefits the ministry was considering for those who wish to dispose of their old vehicles.
